THE PEOPLE’S PLAN
ACTION ITEMS:

BACKGROUND

On June 12, 2020, in the wake of the murders of George Floyd, Ahmaud Arbery, Breonna Taylor, and many other Black and African American unarmed civilians by the police, Governor Andrew Cuomo issued Executive Order 203, which requires all police departments in the State of NY to conduct a comprehensive review of all strategies, practices, and procedures, and develop an improvement plan, “for the purposes of addressing the particular needs of the communities served by such police agency and promote community engagement to foster trust, fairness, and legitimacy, and to address any racial bias and disproportionate policing of communities of color.”

As Executive Order 203 states, the police improvement plan must be developed with community and community stakeholder input. Both Nassau and Suffolk County convened Task Forces to deal specifically with the issue of police reform. Long Island advocate groups, seeing an opportunity to put forth suggestions and recommendations for meaningful change, headed up efforts to provide comments and suggestions at Town Halls and Task Force Listening Sessions, made efforts to meet with members of the Task Force directly, and participated in stakeholder advising organizations such as PACT and the CCC.

Despite efforts by activist organizations and stakeholder groups such as LI United, Long Island Advocates for Police Accountability (LIAFPA), and United For Justice in Policing (UJP) to contribute to PD plans for reform and affect meaningful change, it came to light that the Nassau County PD had been developing their own reform plan individually – without any input from stakeholder groups, and featuring extremely limited plans for change and accountability.

As a result of this, and in line with the charge of Executive Order 203, LI United, LIAFPA and UJP began researching, writing, and developing The People’s Plan. The People’s Plan is a set of public safety recommendations developed by these three community-led coalitions (among other contributors – listed in The Plan introduction!) with the input of hundreds of Long Islanders. This comprehensive plan presents 12 proposals for structural reform to Reimagine Policing and Public Safety to ensure that LI is safe for ALL Long Islanders.

SAMPLE SCRIPT: Hello, my name is __________________ and I am a Suffolk County resident. I am calling in support of the People’s Plan for police reform, and to ask the Suffolk Legislature to adopt this transformative plan. While the Suffolk Task Force plan has some positive measures, the People’s Plan goes much further in addressing the root causes of police misconduct and accountability.

Unlike the Suffolk Task Force Plan, the People’s Plan calls for an independent Civilian Complaint Review Board, which ensures that issues are handled outside of police departments. Unlike the Suffolk Task Force Plan, the People’s Plan fully addresses the need for mental health professionals trained in de-escalation to respond to crisis calls, rather than law enforcement. Unlike the Suffolk Task Force Plan, the People’s Plan uses the data collected to transform the way traffic stops are conducted, and how this information is made available to the public.

The People’s Plan was written by the stakeholders that are laid out in Executive Order 203: those with direct lived experience on this issue. This plan is a model for transforming policing and creating accountability and transparency, which will build relationships and trust between our communities and law enforcement.

I urge the Suffolk County Legislature to show political and moral courage, and adopt the People’s Plan.
